NAACP Field Director Isaac Williams says the flag's presence is "an obsolete gesture" and inconsistent with our country's founding ideas. Various shots of a public hearing held by the Richland County delegation on the issue. Pro-flag supporters E. F. Tolley and State Historical Society member Mrs. S. B. McMaster speak in defense of the flag.
