They are holding hands and singing. Lawrence F. Haygood of the Westminster Presbyterian Church led the group in a worship service on the steps. This image was taken for (but not used in) the article "Church Doors Are Locked" by Mary Ellen Gale, which appeared on page 1 of The Southern Courier for July 30-31, 1966.
