Proctor at the dedication of a black history exhibit at the State Historical Society of Wisconsin as part of the Society's participation in Project Negro Achievement (a program sponsored by Negro Cultural Achievement Incorporated, Milwaukee, Wisconsin), November 30, 1968. Proctor discusses discrimination in schools and housing, black militancy, and solutions to systemic racism.
