In the message Wallace discusses the federal troops that President Kennedy has just sent to handle the violent situation in Birmingham, Alabama. He insists that the local authorities have the matter under control, and he asks the congressmen to "prevail upon the President to reconsider his action which is in clear violation of the United States Constitution."
