"Rules and Regulations for Assistant Commissioners" stresses that "the officer should never forget that no substitute for slavery, like apprenticeship without proper consent, or peonage...will be tolerated." "The Bureau and the Laws of the States" explains how the Bureau will cooperate with local governments to manage matters involving apprentices, orphans, paupers, and vagrants. "Regulation of Labor Contracts" sets guidelines for hiring freedmen, addressing legal requirements ("All contracts for labor...should be approved by the agent of this bureau for the parish in which the parties reside"); length of employment and work hours (no work on Sundays); wages and overtime pay; and the mandatory provision of food, shelter, clothing, and medical care.
