Proposing the formation of a committee that would include Du Bois to meet with President Theodore Roosevelt to address the upholding of the Fifteenth Amendment in possible Supreme Court cases, the Interstate Commerce Clause of the Constitution including passenger service and national to Southern education. Also signed by Kelly Miller. Du Bois's handwritten draft response on page 3.
