Description

Franklin Harlow is Carmen Harlow's father. Franklin moved to Syracuse in the 1920's from Panama. He was the first African American basketball referee in the Syracuse schools. He also served as the first African American Deputy Commissioner in the City government when he was appointed by Mayor Lee Alexander to serve in the Sanitation Department in 1973.
