"The executive committee of the South Carolina Library Association, realizing the growth of county libraries throughout the State, and the need of libraries for the Negro, has requested a survey of South Carolina's Negro libraries. For this report three types of questionnaires were sent out: the fullest to the larger county library systems, another to the remaining counties, and the last to colleges and high schools. Ninety Seven (97) questionnaires were mailed out, and seventy six (76) were returned." p. 1
