African Americans in Norfolk's 21st precinct vote on a referendum concerning massive resistance in Norfolk's public schools. President of the Norfolk Committee for Public Schools Reverend James Brewer states his belief that the referendum did its job in representing the majority's wish for schools to reopen, despite the state's determination to enforce massive resistance.
