After a special session of the Virginia General Assembly in Richmond, Va., WSLS-TV reporter Joe Moffatt interviews Joseph E. Blackburn, Virginia state delegate and member of the Commission on Public Education, also known as the Gray Commission, regarding Governor Thomas B. Stanley's proposal to enact legislation that would deny state funding to integrated public schools while offering state-funded tuition grants for students seeking to attend segregated private schools. Blackburn acknowledges his support for the bill and for the continuation of segregation in the state, arguing that the people of Virginia will stand for neither token integration nor full integration in public schools.
