Remarking that Villard's concern regarding "deliberate and illegal discrimination" taking place at the Library of Congress cafeteria is too general an allegation to aptly deal with, and assuring that "if there has been a reported to you a specific case where a colored person has been denied a meal... I should be glad to investigate it."
