Evening Tribune Des Moines, Iowa QpenPrisoner CampJDec. 15 Expectmg Germans At Clarinda, The Clarinla, la., prisoner-of-war camp will be opened Dec. 15, Lieut. Col. Courtney P. Young, commanding officer of this service district, announced Thursday. The camp then will be under the command of Lieut. Col. Ar-F thur E, Lobdell, engineers corps, Young said. It will be ready to receive prisoners at that time. Because the Italian surrender had altered the situation as to Italian prisoners, the camp is expected tn receive a number of German prisoners. Earlier camps in the United States have received largely Italians. Alarm. Young warned against any alarm among citizens and said: "While escapes are rare and fugitives usually are quickly apprehended there are certain precautions that the public can observe.- The precautions were outlined in Young's of- a bulletin issued, fice.--- Garments, The bulletin first told the type of garments which prisoners of war will
