According to the records, Kelly was an identified communist and a member of San Francisco's International Longshoreman's and Warehousemen's Union. The materials indicate that Kelly spent three months in Mississippi encouraging African American agricultural workers there not to join the AFL-CIO but to form a Freedom Labor Union.
