Description

Regarding Secretary Baker's letter and the interpretation of the data gleaned from the letter related to Negro soldiers and the role, either soldier or laborer, such soldiers are assigned. Du Bois has received an interpretation from his friends that of the 83,000 drafted Negroes, 30,000 will be soldiers and 53,000 will be laborers. Du Bois poses his own interpretation that all the 83,000 drafted Negro soldiers will be soldiers and that some men will be voluntarily drafted as laborers. Du Bois requests the Secretary to confirm if his interpretation if correct.
