Holograph, signed.Title devised by cataloger.The folder includes a stamped envelope addressed to "Mr. Frank J. Garrison, Riverside Press, Cambridge, S.C." It includes a green, three-cent postage stamp featuring George Washington, and is postmakred with a black, circular stamp reading "Columbia S.C. Mar 19".Both the envelope and the letter are composed upon typeset stationery with the letterhead "State of South Carolina Executive Chamber".D.H. Chamberlain writes to Francis Jackson Garrison stating he sees "plainly that there is little effective opposition to the policy of surrender here." He laments that "the North is tired of the Southern question, and wants a settlement no matter what." He also guesses that "the author of the articles in S[outh] C[arolina] in the Atlantic ... [is] B[elton] O['Neall] Townsend of Society Hill in this state."
