Transcript from the Milepost to Self-Government panel discussion on Washington D.C.'s transition from government under the Board of Commissioners to Home Rule that took place at DCpublic Library on February 27, 1993. Charles Duncan (1924 - 2004) moderated the panel which included John Bonner Duncan, Walter E. Washington, John Hechinger, and Charlie Horsky. Walter Washington discusses events leading up to his appointment to Mayor-Commissioner by Lyndon B. Johnson in 1967, the 1968 riots in D.C. and concludes by answering questions from the audience. Questions relate to the D.C. mayor's inability to appoint judges and the Metro. John Hechinger discusses the racially divided nature of late 1960s Washington D.C., his work as first the Chairman of the City Council of D.C., council meetings, and his attempts to work with Congress to promote D.C. Charlie Horsky speaks about his role as Advisor to National Capital Affairs and his work lobbying for Home Rule. He details events in Congress that led to President Johnson passing the Reorganization Act in 1973. The panel concludes ends with a question and answer session. Topics addressed are the Engineer Commissioner and its relationship with D.C. as well as the Congress's continued political power over the city despite gains in political authority.Charles T.
