The three are, from left, James H. Anderson, chairman, contact committee, Los Angeles Chapter, National Council for a permanent FEPCWilliam Green, international president, AFLRobert Gilbert, co-chairman executive board, Los Angeles Chapter, National Council for a Permanent FEPC. Pres. Franklin Roosevelt created the FEPC in 1941, authorizing the committee to create the fullest employment of all availabile persons and eliminate employment discrimination. After WWII, Pres. Harry Truman wanted to maintain a permanent peace-time FEPC, but the U.S. Senate terminated the committee in 1946.
