Memorandum outlining the current status and predicament of "the American Negro" and his history; recounting efforts made on the part of "the colored people of the world to free themselves"; describing the foundations and achievements of the Pan-African Congresses, and tje financial aspects related to the civil and social status of "colored peoples"; and outlining a prospective program to carry out in Ethiopia, featuring a new organization of national income, establishment of a gold standard, banking and loan systems and other financial institutions; calling for the nationwide recruitment of "young colored engineers"; an overhaul of the public health and education systems; and delineating the specific steps to be followed to these effects. Manuscript bears Du Bois' pencilled proofreading marks and corrections.
